Tournament of Champions no longer exists. In singles, 11 next ranked players who will not qualify for the WTA Finals, will qualify for Zhuhai + one wildcard. It's not mandatory for the two WTF alternates, but they are allowed to play, even if they get to play some matches in Singapore. For everyone else, including players playing doubles in Singapore, it's mandatory.

Surely the cut-off for Singapore is the week prior to this*? Luxembourg & Moscow are right before Singapore, so they can't possibly be included. YEC alternates have been known to play in these events. However, should a player make the YEC final 8, they couldn't realistically play the week before, what with all the pre-event media commitments for the YEC. They wouldn't want to anyway, for fear of injury.

*The Internationals in Tianjin, Hong Kong & Linz.
