16-year-old may play ten (10) Sanex WTA Tour/ ITF Women’s Circuit events plus the season-ending Championships plus three exhibition/non-Tour events.
Important - Based on the health-enhanced environment on the Tour created by the Player Development Program, players who are 15, 16 and 17-years-old have the following option available to them: if they have received direct entry into a Grand Slam event based on their ranking and have completed their requirements of the Player Development Program, then that Grand Slam is counted above and beyond the dose of tennis described above. Please refer to the 2000 Rule Book for further details and a more complete description

Taking from Tenniscorner.net

so she can play 10 touneys plus the 4 majors since her ranking gives her a direct entry to the majors

Some of the specifics of the Age Eligibility Rule are as follow:
A 14-year-old may play up to eight (8) professional events- seven (7) ITF Women’s Circuit tournaments and one exhibition/non-Tour event. A 14-year-old can earn a feed-up spot into a Sanex WTA Tour event or receive up to one Wild Card into a Sanex WTA Tour event IF she is enrolled and current in her PDP participation. A 14-year-old is NOT allowed to compete in Grand Slam events.
A 15-year-old may play eight (8) Sanex WTA Tour/ ITF Women’s Circuit events plus the season-ending Championships, plus the Grand Slam Cup plus three exhibition/non-Tour events.
A 16-year-old may play ten (10) Sanex WTA Tour/ ITF Women’s Circuit events plus the season-ending Championships plus three exhibition/non-Tour events.
A 17-year-old may play thirteen (13) Sanex WTA Tour/ ITF Women’s Circuit events plus the season-ending Championships plus three exhibition/non-Tour events. In the year of her 17th birthday a player may be named to the Exempt Player lists.**
An 18-year-old may play an unlimited number of Sanex WTA Tour/ ITF Women’s Circuit events plus the season-ending Championships.
In other words, she can play 10 tournaments and the Slams don't count. Well, OZ '03 and US '02 might, What was she ranked then?

Anyway, the answer (in her case) is a minimum of 12, a max of 14, and she can play the tour Championships if she's ranked high enough.

Never mind

Does that direct entry mean just into the main draw, or qualifying as well?

iono, but it doesn't reallie matter now if you are talking about Maria since her ranking is in teh Top 60 and Top 100 gets into main draw for Majors, so it doesn't matter
