Emilie Loit won her first title in Casablanca in 2004, and followed it up the next week in Estoril.

Hingis in Filderstadt & Oakland in '96? Again, not sure.

Positive for Serena Even more impressive she won more matches compared to others and also beating top players.

Hingis no. She had a final loss in Zurich and semis in Chicago before Oakland.

Razzano and Serena have something in common.
Virginie won Guangzhou and Tokyo (beating Venus in the final) in 2007 back-to-back and they are her only titles up until now.

Graf in 1986 won her first 4 titles back to back: Hilton Head, Amelia Island, Indianapolis and Berlin

Another interesting stat: prior to that she had lost her first 6 finals

Agnes had won 3 titles before that.
It is not about winning streaks in general, but winning first titles back-to-back.

Vaidisova's and Jankovic's streaks of winning 3 tournaments in 3 consecutive weeks are quite impressive too though.

Did Sharapova play anything inbetween the Tokyo and Quebec titles she won in late 2003?

EDIT: Yeah, I see that she played in Luxembourg inbetween and lost to Clijsters in the semis.

Does it have to be in consecutive weeks?

if not then also Mary Joe Fernandez did it in 1990: won Tokyo & Filderstadt

back-to-back weeks preferably but if not back-to-back weeks, back-to-back events is also still valid.
