What exactly is the logic behind the Top 10 rule, is it to prevent vulturing because to be honest before this system I don't think the Top 10 was exactly filled with no hopers just cause they did well in Tier IVs.

Yup it is, they did it because of Wozniacki, when they were getting ripped because Wozniacki was eating all International event. But it didn't exactly prevent it as Errani made it through the top 10 with 4 International wins. I think they should just limit the number of international points they can put in their rankings to 2. rather than do this.

Maybe not Tier IVs but Tier IIIs

The rule is a good one because honestly, no Top 10 player should play more than two MM tourneys per half season. It prevents the players from playing too many small tournaments when they should rather concentrate on the big ones.

Azarenka - Pennetta - Hantuchova - Ivanovic - Wozniacki - Stephens - Stosur

I like the top10-limit rule for MMs (because, let's face it, for most MMs, there aren't more than 1 top10 players wanting to play anyway), but they should just make Linz a Premier.

this rule is so stupid. what does a player like kvitova have to do if she wants to play an indoor warm-up event priot to the YEC?

I don't think the main reason is related to players "vulturing" points. Rather, it seems more intended to force tournament owners to increase the prize money (meaning in effect from sponsors).

For example, they could create a class of event that could be lets say 400K for 3 years, B4 it has to first have a pool of 600K plus (or else lose its Premier status).
