Take a look at the ITF Antalya tournemants, they never play indoors even when it's cold.
Anyways Roland Garros is outside on clay so it would be better as well if it was outside.
In Antalya summer lasts about 8 or 9 months. No comparison to a place like Copenhagen or Katowice

Put it in the week of Fes or Estoril. There's only 1 tournament there for one of them in the given week.

So what happens when a friend or partner holds a different opinion against your favorite?

Katowice is still better than Tashkent and Baku IMO

Nope, last february or january it was below 10 degrees celsius at the ITF tournaments which is colder than any wta tournament and yet they still weren't bothered by it so yeah there's no comparison.

Also last yeah they had an ITF prague tournament and it was around 0 degrees celsius at one point and of course Lisicki was there too.
The ITF katowice tournaments by the way were actually outdoors anyways so i don't see any problems.

You don't build an arena which can only be useful for three months a year Blame ITF for staging a winter event
