Yes, I think only in Moscow won players from Russia as their home tournaments. Of course in near past. Cause e.g. Kimiko won Tokyo years ago

Re: Who was the last person not from America to win their home PM/P5?

Berlin (STeffi Graf - 1988-1989, 1991-1994, 1996)
Canada (Wozniaki, 2010)
Rome (never happened while a Tier I or equivilant)
Tokyo (Kimiko Date - 1995)
Zurich (Martina Hingis - 2000)
Mosocw (Dementieva - 2007, Chakvedatze - 2006, Myskina 2003-2004)\

I included Tier I events as the old tier I events became either Madataory or Premier 5 events and Tier II became Premier and Tier III and below became internationals or some were simply cancelled.

Of course Cincinatti, Madrid, China and Doha were upgraded.

Queen Vee, Super Rena, Krazy Kuzzie

Schnyder won Zurich in 2002 so a little more recent than Myth.

2017 Results:
Tennis Tipping
Singles: W - Kuala Lumpur F - Dothan SF - Biel QF - Rome || Doubles (w/ Randy): F - Kuala Lumpur SF - Stuttgart QF - Miami
FITD

If your just asking about PM/P5, then yes, it's just the Americans. It's only been 3 years!
