Smart move, Shuai. Risking further injury and the USO when you're ranked 13 is not a good move. Hopefully, she will be able to at least make it to the 4th round or QF of the USO. Get well soon and rest up Shuai!!
She said earlier that she was going down to Dallas but wasn't going to play. But that if she didn't show up, the WTA would fine her.
LMAO!!! Really? If she didn't show up, she would be fined for what? So if you don't show up, you get fined, but you can withdraw right before a match and not get fined? Seems like it would be better to withdraw early and give that spot to someone else. If she would have withdrawn earlier, the draw would look different. I always wondered how that worked, though....LOL

Every professional sport is gouverned by rules. You find those about withdrawal on pp 33-43.
Basically there are two medical withdrawals for a bona fide injury or illness withdrawal which don't
count as a late withdrawal offense and therefore no late withdrawal fee has to be paid by the player. BUT if the player don't withdraw prior to the qualifying sign-in deadline (= 4:00 p.m. tournament local time, the day prior to the start of Qualifying) she has to be on-site.
