Serves at the French Open are always faster, Venus hit her fastest one there... I always find that shocking....considering the court.
Yes the balls at French open are smaller and faster than the balls at other Grand Slams. ITF made the hardcourt and grass balls 7% bigger for 2002 to slow down the game, but at the same time they made the balls for Roland Garros faster. The balls at Roland Garros are actually also faster than the balls used at other clay court tournaments.
So now there's less difference in game speed on different surfaces, since they have also made the grass at Wimbledon slower.
I always find that shocking....considering the court.
The surface has nothing to do with service speed, at the speed is only measured in the air before it hits the ground.
There's not much difference what surface the server jumps on. So the ball is the major what decides service speed. And altitute and weather also affects the air resistance.

yeah...its not any faster than it was.... Serena's had her chances....if she hadn't have choked last year she would have won. For some reason i think shes gonna choke again this year....she just wants it too badly..
