How would you seed Miami under pre-ranking rules?

That is to say, there were no 'rules', just a desire to make money. Tournaments could seed however they liked. Sleeping with the tournament director was a perfectly legal way of getting a high seed. Being a local star was a perfectly legitemate way of getting a high seed. (For those of you who don;t know US geography, Georgia borders Florida, so you could seed Oudin based on local fame. I wouldn't seed her very high, personally, but she could put a few butts in seats.) But players were a drawing card, and if you seeded too unfairly, they just wouldn't play in your event. It's sort of like the salaries in a movie like "Ocean's Thirteen". You have to pay some people more than others to get them to do it at all.

Of course, injured players don't play, so you can't seed Serena #1. OTOH, Wozniacki and Jankovic were just on TV, so it's free advertising for your event if you seed them.

First of all, I would only have 16 seeds.

1. Venus Williams
2. Caroline Wozniacki
3. Elena Dementieva
4. Victoria Azarenka
5. Jelena Jankovic
6. Agnieszka Radwanska
7. Justine Henin
8. Kim Clijsters
9. Svetlana Kuznetsova
10. Samantha Stosur
11. Na Li
12. Flavia Pennetta
13. Yanina Wickmayer
14. Daniela Hantuchova
15. Maria Kirilenko
16. Melanie Oudin

Keeping 16 seeds allows more interesting and closely fought early round matches to eventuate, which I always enjoyed before 32 seeds were implemented. My top drawcards are in the TOP 8, all former #1's and the next gen players (Wozniacki, Azarenka, Radwanska). I do feel a little ill at placing Kuznetsova #9, but she's not a drawcard in my opinion. The final 3 seeded players are who I'd still want in my tournament when the R16 takes place that aren't ranked high enough. Bit rough, but it will do.

Thinking about it, I would switch Kuznetsova and Radwanska. I'd also switch Venus and Caro, and market Caro as the tour's new premier player following her IW performance and #2 ranking.

3. Caroline Wozniacki

9. Elena Dementieva

Not sure after that, except.

16. Melanie Oudin

I'd seed Miami something along the lines of....

1. Venus Williams
2. Kim Clijsters
3. Jelena Jankovic (she's a crowd favorite anywhere she goes)
4. Caroline Wozniacki
5. Justine Henin
6. Svetlana Kuznetsova (former champ, has made two SFs in a row)
7. Elena Dementieva
8. Flavia Pennetta (she's Italian, but the multi-cultural crowd would love her spice)

That's how I'd go for the top eight. You have all your main stars and bright personalities in the top five, then someone who has done really well at the tournament/the crowd will know her, perennial fan favorite anywhere in Dementieva, and then a pretty Italian girl with some spunk to round it out.
