As far as I can tell, the WTA is a weak inforcer of its rules & regulations. As usual, money and tournament public support seem to be the trump card when it comes to enforcement of the WTA R&R's. The top 10 and marquis female players are "required" to play the Premier tournaments, unless they are injured...
You didn't read the rule.
The top players are not 'required' to play in events. They incur certain penalties if they DON'T play certain events. And if they don't meet certain promotional requirements, they incur MORE penalties.
Venus and Serena have opted to accept
the penalties, as stated in the rules
. One might add, according to Larry, and both WIlliams sisters, they discussed those penalties before the 'Roadmap' was implemented. And of course bnpparibas sponsored the exo Venus played after Acapulco. Simply put, the rules, as written, give the rich players a lot of leeway. If you can afford to lose a half million dollars, and half a mandatory 'zero' in your ranking, and are popular enough to do 'promotional' events, of value
, at remote locations, you don't have to play 'mandatory' tournaments. You don't have to come NEAR the mandatory events.
And it's all according to the rules, AS WRITTEN.
Of course, how many players are in that situation .....
