Priority+ ITF website

Looking at the entry lists on the itf website, there are differences in priorities. Can someone explain what this means. Also there are $ signs next to players names, what does this mean

Priority is when players committed to more tournaments than 1. The priority indication is just to be able to see where they will most likely play. Players with priority 5 on an entry list are therefore expected withdrawals at later times.

$ = they own money to the ITF because they violated the withdrawal/playing rules.

i've always wondered this too (althoguh i'm sure i could've found out myself had i lukd!), but iteresting to know, especially as there are so many "$" signs! naughty tennis players...
