Has any country ever had 2 players in the top 2

But no other players in the top 250. I know Tea Mircic will be top 250 next week but still, even if we say top 240, has it ever happened?

I think Belgium may have achieved this in 2003. There was another... um, Belgiumish? Belsh? Belguimese? player who was ranked 249 in the 2003 year end rankings (Caroline Maes), but there must have been at least one week where she dropped below 250. Were there any other Top 250 players from Belgium in 2003???
