Who decides which team will host Fed cup?

Is it the higher ranked? lower? flip of a coin???

for each tie, im pretty sure they take it turns. for example if australia was to play serbia and australia hosted the last tie than serbia will host the next. not sure how they decide if the teams have never played each other before. might be highest ranked.

They take turns.
USA-Belgium was played in Ostend, Belgium last year; so they offered the possibility to the USA to hoist the tie. However, if a country declines the opportunity, the opponent gets to organize it. (safety reasons, spectators,...)
