What rank you must have to win a big title

Since we started the thread to predict next year tournaments winners I looked back for the past ten seasons (1997-2006) to find out who (in terms of rankings) was winning big titles * big titles include Grand Slams, Tier I and tier II events though I didn't include YEC and Grand Slam Cups because only top-players used to play them and Olympics as it's irregular tournament *



Oh,
and the number of different players having won these titles by years:

1997 - 7 different winners
1998 - 12
1999 - 10
2000 - 11
2001 - 9
2002 - 13
2003 - 11
2004 - 11
2005 - 11
2006 - 11

Prior to this year the only players who have won Tier II + and never been ranked in Top 10 during their careers were Elena Bovina and Maria Kirilenko.
