Question Why Did Bob Verkerk Redo The Hasselt Draw Instead Of Simply Promoting Seeds

I was just looking at the new Hasselt draw and comparing it to the old one and I just realized that it is an entirely new draw

I understand why the tournament organizers did it (they did not want to have a "12th seed" in a field that only should have 8 seeds. But I thought the normal procedure was just that the next player to be seeded moves up and then a LL comes in to replace that player. Is there a loophole in the WTA rules that allows tournament organizers to completely re-do the draw if a certain number of players pull out
