Which nation produces the best players?

Some countries boast loads of great players and others have barely any.

The Russians really did not do that well this year. Kim won 9 tournaments, 1 being a slam. Justine playing about half a season won 4, one being a slam. Serena and Venus won a slam each. Justine also won 2 tier one tournaments and Kim won at least 3. Davenport got to two slam finals, each time losing to another American. Mary Pierce, Ameican-French also reached two slam finals and also won a tier one tournament. Mauresmo, French, won the YEC over Pierce. Did any Russian even win a tier one tournament this year? The Russians, it seems to me, are overrated.

There are a large number of top Russian players. Maria Sharapova potentially could soon become the dominant force in ladies tennis.

Russia population: 144 Mio.
Belgium ": 10 Mio.

Based on that and their two ex-number ones and multiple GS winners, I would say Belgium
