it kind of is like a tier ii/iii event because it's just a regular premier
secondly, yes the schedule sucks. i don't think the time of the year is as much of a problem as two tourneys in a row, and being right before wuhan(p5), with beijing right after. i think it would make more sense to have the p5 be tokyo and wuhan be a regular premier, but i'm not in charge. not many top players are going to want to play 3 weeks in a row if they don't have to, though sometimes having that many tourneys in a row in the same area incentivizes them to play all those tourneys? maybe they can make tokyo premier right after a grand slam to capitalize on the grand slam energy? idk.
thirdly and most importantly... no stars. no killer japanese player except osaka who is inconsistent AF, and probably (let's be honest) doesn't get as much support as a fully japanese speaking player would. and pliskova and kerber don't draw crowds like sharapova and williams.
