Hardly a like for like comparison. One came back earlier than she'd originally planned with not much preparation, the other came back earlier than she should have been allowed after training for the past 15 months.
One has been training and playing as normal the whole time they were "absent", the other spent a long time not being able to do their training. I'll go for the latter.

Well, Pova got herself injured even after being able to do everything but play after a handful of matches. Vika's literally been back on tour for like 72 hours.

I don't care who plays better. Coming back to pro tennis after giving birth is always more impressive than coming back after a doping ban. Both are missing match practice, but Vika also had to get back into shape.
And of course Petra beats them both in terms of courage.

You haven't been paying attention lately, Maria didn't even last a month on the tour and already she needs 2.5 months off to recover. She's already semi-retired and hasn't told her fans yet! Maria vacations more than she trains and plays tennis.
Too early to judge. But I expect they all will find it a huge challenge. the fields are wide open, but loaded with depth. You can draw someone like Konjuh or Coco and on that day they blow you away
Maria but she did play at a favourite event and had plenty of training time. Azarenka seemed only to have practised recently and as a counterpuncher can look sluggish if not match ready. Hardcourt would be a better indication but by competitiveness Maria wins.
This sort of thread would work better in the off season... I agree though that so far Kvitova's comeback has been more impressive than both considering the circumstances.
