Our taxes are not too high, but are not 0% like in Monaco or UAE.

...and moving to the tax haven is probably much easier, when Petra or Bara play tennis exhibition with the czech minister of finance.

It sure is, police pretending to do a good service is disturbing, but unfortunately it happens in other countries too.
But in this case it's not a possibility because Petra would recognize the guy, they just need to arrest him and show a photo to her.

It makes no diference if they stay or leave the country, their contribution wouldn't be much anyway.
It's just a document, the inspiration they are to kids winning a title like Fed Cup is more useful than any money they can pay.

Because my chart is based on the countries, not on the federal states. They still have to pay federal income tax.

The method of just looking at whether someone lives in their home country or not is completely flawed, because it does not factor in the player's incentive to leave.

Some players simply have more incentive to leave than others. Some countries offers special tax-deals to rich citizens (Switzerland for example), so someone living there has simply less incentive to leave then, say, Wozniacki, who lives in one of the countries with the highest tax rate on the globe.

Looking at how all the Czech players are running for the hills, I imagine the situation for them simply aren't very favorable, giving them lots of incentive to leave. More than, say, Americans, who can move to Florida to lower their tax rate.

Also, your outrage is ironically misplaced, considering the fact that Petra would actually be fine right now if she would spent all her time in Monaco. So mocking her for not living in the Czech Republic when doing so actually cost her dearly is...weird.
