I dont know what kind of goal you have. I live in Canada, so i'm not sure how good state tournaments are exactly. But usually to play in NCAA, I presume you should at least be 5.5 or over, 7 being the pro, so you do have to improve to 5 considering you are in high school. It's possible though that you use different ratings, or you might be a lot better than you think you are. But if you are just starting, join the club tournament and play as unseeded. Then see how good you are. Also local junior events are usually played with all the local talents, if you can beat them, then you just might be good enough to challenge the world and join ITF international events. Just for an example, in Canada there are only about 3~4 ITF events. All G4 or G5. In Vancouver the biggest is G5, and that alone features some of the brightest talents in the world (top 20 in Canada etc.). You have to shine locally first. Then you can try to place yourself in the internationl stage if you excel locally.
