I always thought it was just as it would be pronounced in German, but I'll wait for the Belgians to weigh in. (German would be similar to your second one, but more like L -keh not really a u sound)

I also thought Schiavone was Ski-Uh-Vo-Neh and Likhotseva was Lick-Oat-Say-Va

It wouldn't be that sound in German, but I don't know about Flemish.

It's more El-kuh.
Elkeh would be like Elké.

Athenaeum was right when he said the last vowel pronounces like the u in ugh or umm.
