India & NZ in same pool? That's insane! How come Hong Kong, Turkmenistan and Philippines ranked higher in Fed Cup?
New Zealand is playing in its second straight year after two-year absence after being in A/O I in 2010. Hong Kong has been the runner-up three years running. The Philippines fourth last season after two third place finish before that. Turkmenistan can't explain. I don't know the point value for the competition, but New Zealand's two-year absence didn't help matters.
