The Tier I and Tier II events that haven't been mentioned here don't have any champions with 3 or more titles.
It is also to be noted that the women had two tours in the 70s and the early 80s: an indoor circuit of events held in the United States (sponsored by Virginia Slims until 1978 and then by Avon from 1979 to 1982) followed by a worldwide circuit (sponsored by Colgate until 1980 and then by Toyota in 1981-82). As a result, the women had two season-ending events, one for the Slims/Avon circuit and another for the Colgate/Toyota circuit. It wasn't until the two tours were merged into a single circuit sponsored by Virginia Slims in 1983 that the women had a single tour ending event.

Navratilova's numbers go higher if you take into account the fact that she won both the Avon and Colgate events in 1979 and the Toyota Championships in 1982.
